Migrated Nmap Third Party Open Source doc from OpenOffice to Word format and updated it to cover Nmap 7.95 instead of 7.94. Updated the PCRE license file to match the newer PCRE

Initial draft of a document describing third party open source libraries and code within Nmap. It's only really important for anyone who distributes Nmap (which of course includes us) since they need to follow the 3rd party licenses too. All of them do allow free redistribution. I've checked in the license files as needed so we have a record of what the license was at the time. Direct links to the third party can go dead or they can change the license text without changing the URL

Add NSEdoc to re.lua

NSE libs must have @class and @name elements, or must have an NSEdoc
block preceding a call to stdnse.seeall, otherwise NSEdoc generation
breaks.

Merge r22369:22777 from /nmap-exp/david/nmap-nsec. This adds the
...
dns-nsec-enum script, originally by John Bond and improved by him and
me.
Changes in dns.lua:
Add dnssec option to dns.query that adds an OPT RR with the DO (DNSSEC
okay) flag set.
Add answer fetcher for NSEC records (unused currently).
Add decoder for NSEC records.
Add rudimentary handling of the additional section in dns.encode.
Add a check that a decoder exists before trying to call it.
Also added a copy of the simplified BSD license that the new script is
under.
