Set up the RPM build to use the compat-glibc and compat-gcc-34-c++

packages. There was a report that Nmap fails to run on an old Glibc now
that we link libc statically. So use this older compat version.

Removed all changelog entries from RPM spec files and instead provide the command for obtaining the change logs from svn. That is more authoritative and also relieves us of the obligation to try and keep both changelogs up to date

configure --without-ncat keeps it out on Unix
