fyodor d32fb96f60 Initial draft of a document describing third party open source libraries and code within Nmap. It's only really important for anyone who distributes Nmap (which of course includes us) since they need to follow the 3rd party licenses too. All of them do allow free redistribution. I've checked in the license files as needed so we have a record of what the license was at the time. Direct links to the third party can go dead or they can change the license text without changing the URL
