dmiller a379a8ba2b Use CPPFLAGS for -I, not CFLAGS or CXXFLAGS 
CPPFLAGS is for the C Pre-Processor, and should be used for -I flags. In
a couple cases (nping, nmap) this was resulting in duplicate -Ilibpcap
arguments.
