david c7abca3a2e Make the checking of argument counts and types for the $P and $SUBST 
substitutions more explicit. Formerly the number of arguments was
checked implicitly by checking their type (that they had a specific type
and were not SUBSTARGS_ARGTYPE_NONE), but this makes it clearer.

Changed the build system a bit. Removed Makefile.am since we no longer have all the files needed to recreate it in the libpcre directory anyway.
